Meeting was called to order at 6:50 p.m. and
was adjourned at 9:35 p.m. with a total of 17 members present
Arapahoe Library District
- Eloise May
- In February the Library will begin sending a
"courtesy" overdue notice by email one day after something becomes overdue, so
items can be returned within the 2 day grace period
- The Southglenn branch is holding a blood drive on Feb 13
from 10 A.M. to 3 P.M.
- The library is encouraging business groups, service clubs,
school groups and HOA's to book a speaker from the library to learn how the library can

Arapahoe Sheriffs Office
- Grayson Robinson
- Moving very quickly into the next phase of Homeland
Security. Federal Government released the 2004 money during the second week of December.
Money is used for training, planning, equipment, and training exercises
- Working with 2 groups for Homeland Security planning, the
North Central Region, and UASI (Urban Area Security Initiative), which includes Adams,
Arapahoe, Denver, and Jefferson Counties
- Every member of the Sheriffs Public Safety Bureau has
received 8 hours of Crisis Intervention Training, and a minimum of 25% of the bureau
received 40 hours of training. Arapahoe Sheriffs Office is first agency in Colorado
to complete the 8 hour training
- As part of CIT, every member of the Patrol Services Bureau
now carries a taser gun and a stun gun, which are both non-lethal weapons
- The first CERT (Community Emergency Response Team) class
will graduate 47 members. The second class starts in February
- Sheriffs Office has received $10,500 already, and is
applying for $62,000 more to provide additional CERT training
- Jeff Hutt
- Sheriffs Office conducting "Alive at 25" in
conjunction with the Colorado State Patrol. It is a four hour training course for high
school age drivers concerning risky driving habits and the consequences
- Anonymous tips concerning crimes can now be called in to the
Sheriffs Office at 720-874-4077
- Auto thefts are still high. Starting & running your
unattended car to warm it up in the cold weather is an invitation for someone to steal it
- The armed robbery at Kentucky Fried Chicken on Arapahoe Road
will be featured on the Fox 31 "Crime Stoppers" on 5 Feb at 9:30 P.M.
- During the last month, there have been 2 sexual assaults, a
fatal garbage truck crash on Jordan Road, and vandalism using BB guns to break windows.
Impact Team arrested two vandalism suspects near Southglenn Mall and one in Smoky Hill
- Violations of "motorized scooters" being used on
public streets is resulting in citations being issued to the parents
- Neighborhood Watch is still a very active project and
deputies are available to attend HOA meetings
South Suburban Parks & Recreation
- Jean Flynn
- Matching Gifts program has started. SSP&R matches any
funds from an HOA to improve any facilities on SSP&R property. Trees and landscaping
may not be included again this year because of watering restrictions
- The Lone Tree Recreation Center, near the new Skyridge
Medical Center, is on schedule and expected to open in May 2004
- The Douglas H. Buck Community Recreation Center, next to the
Arapahoe County Courthouse, is under construction
- Within a few weeks, there will be a live web camera showing
construction of the Douglas H. Buck Community Recreation Center. Log on to the SSP&R
web site and click on the link to view images
- February "Living Well" lecture subject & date
will be forwarded as soon as the information is available
- SSP&R has been at the local libraries conducting
"Healthy Weight" seminars. February will be on "Healthy Heart" and
"Dental Health"
Fire Districts
- Bob Rinne
- Fire Districts have prepared a 10 year strategic plan for
growth, operations, distribution of resources, etc
- ALS (Advanced Life Support) unit added to Station 33 (Dry
Creek & Quebec). Currently have ALS units at Quebec & Orchard, Quebec & Dry
Creek, Centennial Airport, Park Meadows, a station on the west side, and Castle Pines
- Have also added two ALS fire engines
- Working with the Sheriffs Office on the UASI plan and
the CERT training
- Adopting a Standard Operating Procedure to protect the
safety of firefighters in Cunningham, Littleton, Parker, & South Metro Fire districts
- Have developed a metro-wide Mutual Aid Agreement with
additional fire agencies
- Implementing additional training to mitigate vulnerabilities
found during a risk assessment study
- Whenever fire rescue responds to a medical emergency, they
are bound by the HIPA privacy regulations, and cannot give out any information about the
situation
- Cunningham and South Metro Fire responded to the fatal
apartment fire in Glendale
- Fire districts are encouraging owners of buildings that were
built before sprinklers were required to retro-fit the buildings to increase safety
City of Centennial
- Nancy Reubert
- Municipal Court started on 9 December
- City has started a Youth Commission with an orientation
meeting in December and a regular meeting in January
- WalMart project is on track and land was annexed in 2003 so
that it is on the tax rolls for 2004. Final Development Plan is in Planning & Zoning,
and will be in City Council next week. Construction expected to start in March
- Selection of a new City Attorney will be completed by the
end of January
- URS (Citys Land Use contractor) has been given work
orders for the first 6 months of 2004. Council is reviewing the business model of
outsourcing with URS
- City has approved the Bow Tie Park property going into the
Arapahoe Parks and Recreation District
- Two new Council members, Vorry Moon and Todd Miller, have
been sworn in
- City is going to join the Greater Metro Telecommunications
Consortium, a group of cities & counties around the metro area which have banded
together to maximize use of government channels and to get better customer service for
cable TV users
- Traffic signals have been installed at Parker & Broncos
Parkway and Himalaya & Arapahoe. Studies under way for a signal at Chapparal &
Arapahoe. Pedestrian crossing flashing signals installed at Newton Middle School (Colorado
& Arapahoe)
- City is putting a Liquor Licensing Authority in place
- E. Joseph Brooks
- Centennials new Code Enforcement Officer (Joseph
Brooks) will be responsible for enforcing zoning and ordinances
- Municipal Court currently only handling traffic violations.
Issuance of zoning/ordinance violations will begin in 2 to 3 months

- There will be a Ward 3 public meeting at the City Council
chambers on 12 February from 7 to 9 P.M. Open to anyone in any ward
- Tex Elam
- There are now three bus routes serving Centennial, 26X
(I-25/Lone Tree Express), 66 (Arapahoe Crosstown), and 153 (Chambers Crosstown). The 26X
service provides direct express service to downtown for our area, 7 days a week, every
half hour, all day long
- City of Centennial is supporting the RTDs "Fast
Tracs" project
Arapahoe County

- Arapahoe County is looking for volunteers for various boards
and commissions. Call Karen Richmond at the County offices (303-795-4630) for more
information and applications, Karen can also detail which boards/commissions need people

available in May, 2004
- CenCON will continue to give comments on developer plans,
but will not give "endorsements" to the plans

December 2003 minutes be approved as read. Approval was unanimous
- One developer plan was discussed, Yosemite Park, at County
Line Road and Yosemite Street. Comments for the plans, including this one, were previously
sent to all CenCON members the week of 18 January. Developer not responding to some
neighborhood comments
- No new developer plans have been received
Presentations
- Roy Guevara, Jim Brady, Gayle Crockett
- C-470 Corridor Project currently has two studies in
progress. An Environmental Assessment Study Area from I-25 to Kipling, and an Express
Lanes Feasibility Study Area from I-25 to I-70
- Started in April 2003. Currently in level 2 (early
alternatives & combinations). Levels 3 and 4 will refine the alternatives. Public
hearing scheduled for February 2005, with the final selection shortly after
- C-470 considered to have 2 components, one north/south
(Kipling to I-70) and one east/west (I-25 to Kipling)
- Express lanes would be new lanes added to existing lanes,
but physically separated and having different access locations
- Express lanes may be HOV and/or toll. Price of toll may be
dependent on amount of congestion. May include RTD Lite-Rail
- Santa Fe interchange on C-470 probably would be completely
reconstructed
- Trying to plan for 20 years in the future considering
population, residential, and employment growth. Anticipated to be a 30% increase
